后，第一步是立案调查，警方就得去查案。查案有这么几个情况：查案如果有结果，一
种结果是警方认为确实发生了crime并且确定了嫌疑人，会把案件和证据交给检方，由
检方决定下一步，一般是从正式逮捕开始如果还没有的话。还有可能的结果是crime子
虚乌有，那么也会结案。查案也可能没有结果，比如的确发生了crime但无法确定嫌疑
人，或者无法确定是否有crime发生，那么就没法结束调查，case只能搁置，或成为
cold case。
刘强东的这个案子，警方基本上的态度是强奸发生了，因此才会有第一次的逮捕，这次
移交检方也是这个意思，警方认为强奸发生了，刘强东是嫌疑人，证据是这些这些。
警方这个态度对于强奸案来讲基本上没有啥可说的，只要有证据证明两人发生了关系（
这个证据肯定有，要么是physical的要么是刘强东承认的），愿意不愿意只能听victim
