外债 does not mean government debt. Any debt owed by any entity in a
country, be it government, corporation, or individual person, to a creditor
outside the country is part of foreign debt. Foreign debt also does not
need to be in foreign currency.
The numbers you quoted are the value of the debt in dollar term.
That does not mean the debt is in dollar. In fact, only about 60% of India'
s debt is in dollar. Rest are mostly in Indian rupee, SDR, Yen and Euro. |

目前讨论的这个项目是我自己好玩弄出来的东西，跟老板的工作没有什么联系。而且这
期间，我的工资也不是他出的。实际上也没花多少钱。我们这个领域是鼓励学生/博后
自己独立研究的。
我周围认识好几个白人学生/博后都是这种情况，他们还更极端一些：老板出的工资，
老板指点的方向或者学生自己的点子,学生博后具体实施，然后学生/博后第一作者兼通
讯。老板最作者无通讯。最后，学生/博后是主要creditor。包括申请金费、纽约时报
采访什么的，都直接和通讯作者联系。这个对于young scientists来说，太重要了。
