事。否则你的申请，中国领事馆和大使馆是永远不会批准的。
中国大使馆批准你的申请，向DOS发出NOL,同时给你发批准通知，你必须有美国地址收
信。NOL不是给你本人，是给DOS，你本人拿不到。你拿到的是中文通知书。
DOS收到中国大使馆的NOL后，要发信给你，你必须有美国地址收信，而不是美国以外的
地址。
USCIS要发批准信给你，你必须有美国地址收信，而不是美国以外的地址。
如果中国领事馆，大使馆不批准，你不能豁免。所以你要立即咨询中国领事馆。只要中
国大使馆批准，你离开美国后，有人为你在美国收信就可以。但是你要得到中方批准，
中方审批要4-5个月，而不是２个月。你可以同时向DOS和纽约中心申请，关键是中方。
整个豁免正常过程6-8个月。

3-5个月，取决于你的领事馆分管人员的效率。
DOS， USCIS两个部门都需要７－７０天，因人而异，差别很大。
你直接电话询问领事馆分管你们州的领事，或者问问周围的人，毕竟你们是同一个州的。
网上每个人属于不同的领区，不是同一个人分管的，完全没有可比性。
中方审批有三步
1.NY中心初审
2. 领事馆分管你们州的领事审批，这一步是关键，决定整个中方审批的时间
3. 大使馆豁免负责人高洁审批，发出NOL

护照、旅行证预约和申请时常见问题解答（FAQ）：
1.办理护照或旅行证预约的时候，所有的信息都填写递交了，最后显示出一个日历表，
但却无法点击完成预约。这个问题如何解决？
解决办法是：请换用标准IE浏览器上网预约。事实上，我馆在之前发布的通知上已对此
进行提醒，如果还有其他问题，请再次查阅通知，详见http://houston.china-consulate.org/chn/zytz/t1407562.htm 。
2.什么时候可以申请换发护照？几张照片？我必须本人亲自去跟领事见面吗？
护照有效期不足一年，或者空白页数不足3页，均可申请换发。请提供至少2张正面免冠
证件照，最好着单色的深色衣服。不能佩戴任何饰品。最好不佩戴眼镜。6个月以内的
近照。具体详见我馆网站证件服务栏目介绍。申请护照或者旅行证必须本人亲自到领馆
或者领馆设在外地的临时性现场办公地点与领事见面后才能办理，16周岁以下未成年人
需要父母陪同。办理护照同时需要采集个人指纹、电子签名信息。
