政主管提名，然后经过议会同意才被任命的。总统在提名权责方面，最重要的莫过於最
高法院大法官的提名。这个九位大法官组成的终审机构，判决的案例对国家社会以及歷
史发展的影响力既深又远。因之，总统候选人对选择大法官的理念与条件，通常包括在
竞选政见之内。
最高法院判案以多数意见为准。本来，代表共和、民主两党，分别具有「保守」(
Conservative)和「开明」(Liberal)右左两派理念的大法官是5比4。不过，多数派当中
有一张摇摆票，通常无法掌握。更不幸的是，去年2月间，素有「保守派勇将」(Lion

方案会对美元在国际货币市场中的强势地位产生直接威胁。
据美国著名新闻网站dailyreckoning刊发的分析师Byron King评论认为，如果中国与沙
特阿拉伯之间建成人民币换美元的贸易系统，这将意味着石油美元的国际格局将进一步
被削弱。从1974年以来，石油以美元结算的系统就统治了整个全球金融系统。
