美国白宫承认美国现有的转基因食品作物管理体系不是以民众健康和生态安全为目标，
而是为孟山都和杜邦等极少数人的商业利益为目标;
承认现有体系的标准规范和管理质量不能确保法规要求的国家管理透明、危害风险预见
和应对。
