一年前，我在《Trump的施政方针》一文里，预言他个人将专注于抹杀Obama的政治遗产
，而他的团队则只会为财阀开道，加剧美国的财政赤字和贫富不均。我们现在回顾他担
任总统的过去这一年，虽然争议不断，但是的确所有的行政命令基本上都是和Obama对
着干。在立法方面，共和党独霸的国会，则只完成了三个重要法案，亦即A）税法修正
案，B）年度新预算，C）金融管理修正案。其中A是简单为巨富和财团减税；B原本被两
党拿来做为DACA（Deferred Action for Childhood Arrivals，Obama任内决定不强制
驱离未成年的移民，后来被Trump否决取消）争议的拔河绳，但是一旦达成了动员党员
、撕裂社会的目的之后，议员们悄悄地把DACA抛之脑后，通过了纯为各自所代言的集团
输送利益的预算法案；C则是进一步削弱Dodd- Frank法案对金融企业的管理监控（参见
前文《富豪口袋里的国家》）。这些都是美国财阀多年来努力推动的方向，所以Trump
虽然无才、无德、无知，还是得以轻松通过。

information act，court可以要求公开。克太根本没用State Dept的server，自己搞的
server，这其中的archival就很难说了。
所以当初共和党想拿班加西搞克太，连个Email都找不到。去年，好像是白宫捅出来的
，说老太自己有个server。再去调文件，说很多被抹了。
这么说吧，证监会对华尔街的规定是所有email，internal messenger，保存5年。随时
取证。你想象一下，要是高盛被捅出来说他们CEO自己有个server谈生意用，没有
archive，会是啥结果。
老太还推出Colin Power，说他也用过私人email。但是老包没有私人server。顶多是拿

電視影響幼兒語言發展的研究。
研究的方法是：每一個月隨機選一天將一個家庭所有的對話都錄音起來，連續兩年
。當然，這些家庭裡必定有2到48個月大的幼兒。共有329個家庭被研究。
經過研究這些錄音的結果發現，每當電視的聲音出現，大人跟寶寶講話的頻率就會
降低。降到多低呢？平均每小時下降770個字（英文）。您知道成人每小時平均說話的
字數是多少嗎？940個字！電視讓成人減少了80%以上的語言。

San Francisco旧金山最早由西班牙人建立，快速成长于十九世纪中的淘金热中，二十
世纪初的大地震曾经对这个城市造成毁灭性的打击，后来又迅速复甦，是美国西岸最有
文化历史，被誉为世界最美丽城市之一。Skyline城市地平线是举世闻名景色。旧金山
也是被认为是最有欧洲风味的美国城市，彷彿与外界隔绝般，在山与海的环抱下，金门

发帖数: 382 | 48 看了Nicolas Cage主演的“National Treasure”，才知道独立宣言的原件是放在
National Archives里公开展出的。所以，参观National Archives就成了我们这
次DC之行的重点之一，被安排在第一天。
到了National Archives大楼，发现参观队伍不仅排得很长，而且移动缓慢，想必
都是“National Treasure”惹的祸。大概排了四五十分钟，我们才进入主展厅：
Rotunda for the Charters of Freedom。大厅里灯光昏暗，空荡阴森，因为强光
不利于文献保护。不用问，大厅里围观游客最多的地点，就是独立宣言和宪法原
件的展台。
终于看到黄色灯光下的Declaration of Independence。由于年代已久，文献已经
非常模糊，签名的地方褪色尤其严重。不过标题还算清晰：
