No need of transparent pouch.
You keep one copy and the rest is taken by the person who handle it at USPS
office. That's based on my experience at local USPS and I paid the postage
there.

visa affixed accompanied by the approved I-94 form documenting the applicant
’s most recent admittance into the U.S”就是说必须是跟入境时的visa stamp
associated而且还得是现在还有效的I-94。
如果照这样搞的话，从外州过来的F和H签证的外国人都办不了驾照了？明显制定法律的
人是脑残啊。

我的情况估计更复杂。护照上的visa是F1,现在是只有H1B的I-94. |
