传的短篇，还有自己写的“创作感想”。看到TRENDS那一篇，居然发现他在1938年（当

absolutely"。
其实他是想替英国的体制辩护，说权力制衡(separation of power)下的权力不一定会
corrupt，只是极权才一定会corrupt.
这其实是不对的，五毛们会在tends to这种含糊的用语上大作文章，说separation of
power是骗人。
事实是从概率角度讲"Power corrupts and absolute power absolutely corrupts"。(
去掉tends to)
从概率角度讲，有权力就有腐败，这基本上是概率为1的事（注意概率为1也有可能不发
生）。
所以separation of power＋due process of law下仍然会有腐败，就像即便是包括健
康人在内的所有人体里面都有病菌一样。
差别是separation of power+due process of law下，腐败就像健康人体里的病菌，被
系统的免疫力遏制住了。
而极权下的腐败从来都是大爆发不可遏制。 |
