條文作出立法指引的憲法條文。擔任過基本法起草委員會委員的李柱銘指出《第二十三
條》關於顛覆中央人民政府的罪名是於1989年發生六四事件後才再次加入《基本法》草
稿中，司徒華則認為條文是針對支聯會及泛民主派。[1]
2002年至2003年期間，這項條文的立法過程引起香港各界反彈，引發50萬人參與七一大
遊行反對立法。法案表決前夕，代表工商界及自由黨的行政會議成員田北俊辭職，之後
不少工商界功能組別議員跟隨自由黨改變立場，特區政府無望在立法會取得足夠票數支
持，最終終止立法程序。
泛民主派普遍認為，此文件過於嚴苛，刑事條文泛政治化，其中「國家安全」被誇大，
而許多新定義的語句含意都很廣泛並欠明確，對基本人權和自由没有應有的保障。諮詢
文件引起市民憂慮的部分：

作为一个基督教概念，每个人生来都是sinful的，亚当夏娃偷吃禁果就是sin。但并不
是所有人都认为必须feeling guilty over the adam’s sin。有另一部分人其实是认
为，每个人生来都有原罪，但是罪本身不应pass to others，你不应该feel guilty
over adam’s sin, 子女不应该feel guilt over parents’ sin。
其实original sin涵盖生而为人的方方面面，硬把original sin限定为社会不公而得利
，其实算是original sin liberalism？属于把这个宗教概念用于政治解释了。
也就是说，圣经里的original sin，和liberal嘴里的结构性不公，原本是没有关系的
。这是liberals的强行解释。
其实圣经里跟社会公平与否关系更紧密的是另一个概念：

【2019年2月6日 666 个股票的短期谷底高峰预测】
如果股价接近预测的短期高峰或谷底，开市后应对比当天的最高和最低价。
虽然预测窗口是4星期内，多数股票一旦达到或高于预测的高峰后就下跌。
比较后能切身体会预测的犀利度，从而洞悉在预测的高峰价卖空的安全度。
比较多次有利体会超短期，即当日交易(DayTrade)的暴利机会和安全度。
预测的短期谷底和高峰都是特有利的价位，再加分散风险，一般很难不赚
(价格到小数点4未数，只是方便万一是超低价的OTCBB股票时的排列)
以下各栏依次为：
排号，年月日，股票符号，短期谷底价，【收市价】，短期高峰价
所以收市价的左边是短期谷底价，右边是短期高峰价。
这样应该更方便比较，更容易看出股价是接近谷底或高峰。
