Roughly speaking, weeds could be grassy or broadleaf, summer annual or
winter annual or perennial (let's just ignore biennials for simplicity
purpose). So there is 6 combinations.
Winter annuals generally germinate in the fall, green through the winter,
set seeds in the spring and die in the summer. A recent post showed
pictures of bittercress and shepherd's purse, which are both broadleaf
winter annuals:

Some types of Poa Annua (Annual Bluegrass) are grassy winter annuals, so
they could be green in the winter too.
Crabgrass is a grassy summer annual, so it does die off in the winter if it
is cold enough (not so in warm winter areas).
And don't forget grassy or broadleaf perennials, which would grow back next
spring even if they become brown in the winter, because they are perennials
(and some may just keep being green in the winter). Some examples in these
categories are nimblewill, yellow nutsedge, dandelions, broadleaf plantain,
ground ivy, and white clover.
