一个国外的朋友于2012年2月份通过阿里平台找到了深圳一家公司,买了30台电视,最
后那家公司只发了8台电视,然后再也不发货,也不回复客户的邮件,客户打电话,总
是找各种理由搪塞。国外客户试着打阿里的电话,从来没有打通过,他们也不知道如何
在线投诉,然后客户发邮件向我求救,因为发给我的信箱是不是的常用信箱,我今年三
月份才看到客户的邮件。我在今年的3月30号向阿里巴巴投诉那家公司,结果阿里巴巴
竟已时间过去太久来结案! 真是太可笑了,据我了解,那家公司不是第一次做这样欺
诈国外客户的事,也不止一个客户投诉那家公司,不知道阿里巴巴为什么要纵容这样的
公司?

这些骗子进行诈骗的绝佳掩护。阿里巴巴收取这些所谓“金牌供应商”的会员年费,并
向全球买家展示推荐,难辞其咎。
此次“阿里巴巴欺诈门”再度引发人们对电子商务市场诚信问题的高度关注。阿里

中国消费网讯 2326家阿里巴巴网站中国供应商涉嫌诈骗全球买家,阿里巴巴近100
名销售人员及部分主管和销售经理故意或疏忽地容许骗子规避该公司的认证措施。阿里
巴巴集团旗下B2B公司于2月21日发布的公告中透露这一消息后,在业界激起千层巨浪。
此前,国内一些企业和消费者对阿里巴巴旗下淘宝网部分B2C卖家售假的抱怨声此
起彼伏。如今,阿里巴巴网站中国供应商涉嫌欺诈全球买家的消息又使阿里巴巴雪上加
霜。阿里巴巴公告中提出,需要本公司继续强化价值观才得以解决此类问题。然而,仅
仅依靠强化价值观能否遏制电子商务领域不断蔓延的欺诈行为?
日前,商务部电子商务中心信用认证中心主任张阁接受本报记者采访时指出,阿里
巴巴网站上千名供应商中的一部分很有可能已经在国际贸易中实施了欺诈行为,这将对
我国企业在国际中的形象造成恶劣影响。如何更好地发挥第三方监督的作用,别再让电
子商务市场成为滋生欺诈与失信的温床,这是每一位消费者都期待尽早解决的问题。
涉嫌诈骗案惊现
阿里巴巴集团旗下的B2B阿里巴巴网对国内消费者而言并不陌生,不过,多数消费
者经常光顾的是阿里巴巴集团旗下兼营B2C与C2C两大业务的淘宝网。近几年,淘宝网常
常因出现假货被推至风口浪尖,与之相比,阿里巴巴网一直平安无事,波澜不惊。
2月21日,阿里巴巴B2B公司发布的一则公告使阿里巴巴网瞬时成为国内各界热议的
焦点。公告称,该公司已确定了1219名及1107名分别在2009年及2010年签约的中国供应
商涉及诈骗全球买家。这些供应商分别占2009年12月31日及2010年12月31日
GoldSupplier(金牌供应商)会员总数约1.1%及0.8%。该公司目前已把相关的商户
店铺全部关闭。
更让人们吃惊的是,调查显示,近100名销售人员及部分主管和销售经理需要对其
故意或疏忽地容许骗子规避该公司的认证措施及在国际交易市场上有组织地建立进行诈
骗的商户店铺负直接责任。但是,公告中没有详细透露究竟有多少全球买家上当受骗,
涉案金额也未提及。
贴着金牌供应商标签的2326家阿里巴巴网站中国供应商涉嫌诈骗全球买家,而且有
内部工作人员参与其中,这直接导致该公司执行董事、CEO兼总裁卫哲与执行董事兼首
席运营官李旭晖双双引咎辞职。国内许多网民不禁要问,“阿里巴巴欺诈门”为什么会
暴发?今后怎样避免类似的欺诈事件继续发生?

但是,大力弘扬倡导企业价值观真的能确保类似的欺诈案件不再发生?企业员工为
了个人利益明知供应商涉嫌诈骗还协助其进入交易平台,这明显是一种有失诚信、涉嫌
犯罪的行为,这些员工首先应受到法律法规的严惩,而不是某一个企业价值观的鞭挞。
如果阿里巴巴或者其他的电子商务平台(网站)还在依靠企业自律或者企业文化价值观
来约束其员工的道德底线,网民在网上交易恐怕很难感到放心。
第三方有效监督不可少
事实上,如今很多国外企业到中国来采购都会事先了解行业中供应商的信用相关情
况,并委托第三方专业信用评价机构对目标供应商进行信用评价并出具征信报告。据悉
,商务部电子商务中心2010年共接受10多个国家使领馆共1000多份的征信委托,对国内
、国外供应商进行了大量的信用评价,并对合格企业进行了国别信用认证。这对建立采
购商与供应商间的互信桥梁、帮助国内优秀企业更好的走出去起到了重要的作用。
2010年,商务部电子商务中心与许多贸易类电子商务平台合作,对其站内会员开展
了信用认证工作,通过这一年的实践证明,对电子商务平台和平台内的会员开展信用评
价或信用认证工作是实现第三方监督最有效的形式。通过信用评价,可以明确的向消费
者提示该网站和商户的履约能力,协助消费者进行交易判断,从而有效规避交易风险,
通过信用认证,不良网站和不法人员的失信行为将被扼杀在源头。更为重要的是,通过
第三方信用服务,电子商务平台类网站可大幅提升会员监管水平和整体信用能力。
张阁强调,这次阿里巴巴网站中国供应商涉嫌欺诈事件,从另一个侧面反映出电子
商务市场的规范和健康发展不能仅靠企业的自律与事后的问责,而应该更多地发挥第三
方信用服务机构的作用,从信用评级、巡查、投诉等多个层面对电子商务网站的信用进
行监管,防患于未然,通过信用监督手段把交易风险阻挡在交易的大门外。只有这样,
才能从源头堵住那些不良网站和不法从业人员的违法可能,整个电子商务市场环境才能
越来越健康。

Did a stupid thing. I registered an account in alibaba, found a seller, it
appears as alibaba's Golden Provider. We agreed I buy 1 unit of her products
first instead of wholesale. Then, I paid money to him/her through western
union, then, never been able to see the products. Instead, the
seller told me I need pay more money to him/her so that it becomes the
wholesale to cover the international shipping cost, then I will receive the
goods. He/she told me it was my fault not understand, not trust. His/her
alibaba online account was cancelled immediately after she got money.

The letter I wrote to alibaba:
This letter comes with the complaint case xxxxxxxx. I wanted to write you a
letter, however, could not find your customer service email address, so, I
tried to file another complaint in order to send you this letter,then failed
because this will be the duplicated filing. A few days ago, I tried
contacting you through your instant message (living chat through alibaba web
site), it was not working. This time, I tried instant message again, got
connected and got your customer email address.
As a Chinese in USA, I have been so proud of alibaba, however, what are you
doing with your Golder Supplier membership?
There were 2 reasons I agreed to pay the scammer provider of jycglobal2012@
gmail.com before I see any products from that seller yet. First of all, it
is because that the seller is your golden provider; Secondly, I live in USA,
I bought products from ebay, amazon sometimes, always pay first, then
receive described products, no scam happened to me. I have got un-qualified
goods or need return goods, I contact the seller directly, always be able to
get payment back.
Well, due to my busy schedule, I did not go through the articles/warnings in
your website when I did the business with the seller. I did not really
think the difference between alibaba and ebay/amazon when I did the business
with the seller. I now think and summarise as below now:
1. alibaba deals wholesale, it is necessary for buy/seller go to offline
trade, negotiate and choose the payment not going through alibaba; ebay/
amazon, mostly is individual buying/selling, not much necessity to go
offline to negotiate, and I think the payment must go through ebay/amazon
website.
2. ebay/amazon has the user reviews, each entity can put review towards
others, very easily and can be seen, and there is review rate can been seen,
buyers can easily choose sellers according their review/rate the others put
on them, not any entity can buy "Golden Provider" from ebay/amazon; alibaba
do not provide review/rate service, at least, I did not see them, instead,
I have registered in alibaba only for a few days, have seen the invitation
to buy Golden Provider membership many times. What are you doing?
3. After the seller got my money, he/she cancelled his/her alibaba online
account immediately, I can no longer see his/her account. I do not know how
ebay/amazon deal with membership cancellation.
4. In ebay/amazon, it is so easy to contact custom service, call them or
email them. Where is your customer service number and email? i need go
through instant chatting to have your email address. And, I have tried to
contact you through instant chatting it was not working correctly.

Looks to me, alibaba is selling its Golden Provider membership to help its
sellers scam buyers, making big money through sacrificing those non-
experienced buyers or individual buyers like me, not able to spend much time
to read your on line material/warning before I do business with your Golden
Provider seller. I am sure I do not want to do business through alibaba
2nd time, even do not want to get in touch with alibaba in the future.

message center, shows this: Last Message Origin: MALAYSIA Message IP: 103.

You wrote nice email. This is probably where your standing point is, you did
nothing wrong, and I do not think this helps either. Regardless, I totally
understand you stand on a difficult position to deal with the un-satisfied
customers, would I stand on your position, I would probably do the same
thing.
My previous email, instead of concerning about my specific case of being
victim of fraud, it was actually more concerning about how alibaba operates-
- to sell Golden Provider membership without careful inspection, members can
not see others' review/rate. I would appreciate if I could have the email
address of MaYun or alibaba's COO so that I could forward my previous email
to them, or, if you could help to forward my previous email to them, if this
requirement is not going to be unreasonable. Or, I am actually doing the
useless things -- MaYun and alibaba's senior executive management team
already know the consequence of "selling Golden Provider membership without
careful inspection, members can not see others' review/rate", still choose
to operate alibaba in this way, please just ignore this email and previous
emails of mine.
