I just confirmed these are counterfeit ink cartridges. They have been
refilled, had the serial number on the chip reset, and placed in original
packaging. The ink were not in sealed vacuumed plastic wraps. I do not know
what to do. I do not know whether I should raise this to eBay or call HP
myself. Please respond!

He runs IT repair shop.
I am not sure whether opening postal mail fraud will help, but I will
definitely let him escalate to ebay, at least he gets a record there.
I know most will say move on for $100. Just want to at least make an effort
here.

因为东西是sealed的，没办法跟ebay证明里面是好的。
Buyer只要坚持收到的东西not as described，基本上都只能full refund。 |

在usps的website, file a mail fraud case， 然后在给Amazon present 的时候，一
定告诉amazon , seller already file mail fraud case against this buyer in
USPS.
再狠点的话，电话买家当地的police department,报案，再告诉Amazon case number. |
