here is the reason
The CD case containing Norton 360 security software is open.
The instruction manual is soiled on the edges.
And, finally the product arrived in FRYS.COM's box which made me suspicious
in the first place as I had ordered nothing from FRYS.COM.
Given that I have a career in IT security, I will definitely not use a
security software such as Norton 360 nor recommend you to use one that has
been opened. There can be several legal, software piracy, and other serious
issues that can be involved with a product that has been opened and/or
tampered. For example, the product key can already be used, the CD can
contain malicious software, it might involve copyright or patent
infringements, etc.
I will promptly return the product and would like a refund. Please provide
details on how I can return your product. Unfortunately, I do not want any
replacements because I have lost trust.

也有可能确实是某些轮子或者民运人士
他们眼里中国人手里出来的软件都是盗版的，他们眼里的中国。。。。
所以，看到开过的自然会这么想罢
