properties was necessary to help restructure the economy, level out incomes
and promote a more healthy demand for housing. The statement by the Ministry
of Finance, posted on its Web site, didn't say which cities would be
targeted during an initial introduction of the tax, before a planned
nationwide rollout takes place, or when the tax trial would begin. China
taxes commercial property but has so far exempted private dwellings. The
ministry also said, beginning Friday, China will halve the contract tax on
mass-market housing for owner-occupants, according to the China Daily. Small
-sized apartments will see the contract tax rate reduced to 1%, the report
said. However, owners who sell their apartments within a year of purchase
will not be eligible for a reduction or exemption on income taxes on the
