My daughter is two years old right now. What I do in such cases:
1. try very hard to figure out what she wants if she is not crying.
2. If she starts tantrum then stop trying to figure out what she wants and
ingore her, explain to her that tantrum won't get her anywhere.
3. Let her cool off by herself.
4. In case she cannot cool off after long time (say, 10 mins), talk to | s****i

In addition, other than keep trying so hard to figure out what the kid
really wants, parents can try offering different options for the kids to
choose in the following situations:
1) when the kid is still very young, not very capable of expressing of what
he/she wants.
2) when the kid is crying for more than 15 mins and does not seem to be able
to cool him/herself off.
3) when in a hurry (e.g going to be late for school), and can't afford the
time to wait for the kid to calm down him/
