Center或者California Service Center(CSC) 进行处理。但最近根据移民局消息，部分
H-1B申请被转到Texas Service Center (TSC) 处理，以及部分的I-130s也从VSC送到CSC
，这样做是为了帮助减轻VSC的工作量，并不代表这些申请本身有问题。
