From the feedback on newegg this card does not have the duel bios switch,
but you may still be able to unlock the shaders (this card will not flash to
the 6970 bios):

I have one of the early run AMD reference XFX 6950 2GB and am able to run
Star Wars the Old Republic on high setting at 2560x1600 resolution.
