responsible for any arbitration fees. Each side shall pay that side's own
costs and attorney fees, if any, unless the Arbitration Panel rules
otherwise. If the applicable law affords the prevailing party attorney fees
and costs, then the Arbitration Panel shall apply the same standards a court
