government - not in this context.

differences between American and Chinese societies. It partly reflects the
notion that "power tends to corrupt, and absolute power corrupts absolutely"
by the historian, Lord Action.
The Judge’s written opinions usually do not have such “headline grabbing”
language. Judges may say something more than what are written in opinions.
That part surprised me.
