your performance score is associated with your promotion later on, American
usually would give foreigners fewer opportunities to get promoted, so they
just keep your review score relatively low in order to reduce the chance you
can be promoted.
A low score does not mean that they think your performance is bad. Relax! You
are safe.

if possible, ask your manager where did s/he rank you. i said if possible
because it could be a taboo in your corporate culture - make sure you
understand the environment and context well before poking your boss with
