lots of Indian guys who came to the U.S. as H-1b have only B.S. or even
associate degree.

before you graduate, you need a letter from
your department to gurantee that you have fulfilled
the requirement of graduation.
This letter will be taken as the degree diploma.

At that time, the thesis advisor will give you this letter.
But at that time, you already graduated. You just can't receive your
degree diploma at that time but that letter shows you can receive it.
So you must defend thesis, turn in thesis, get this letter if you want degree.
