run msconfig
there is "startup" option in the pop-out window.

msconfig doesn't exist in WinXP. There is program called "Startup Control
Panel" can do this job. http://www.mlin.net/StartupCPL.shtml

msconfig exists in winxp. It just cannot start from a dos console.
You need to start it from "Start/Run...".
