But you better check with each state DMV.
DC does honor other state parking permit. (proof is in 18-2717)

You can get the 残趴 permit in VA easier than other states in US.
Four states include deafness (VA is one of them)
Only two states (Virginia and New York) include mental illness or
developmental disabilities.

You asked about if VA permit works in DC (I cited DC DMV and answer is yes)
You did not ask about another state you plan to travel (maybe MD), so I
suggest you check with which ever state you plan to visit (but I am 99% sure
the answer should be yes)
So you should never need to check with VA DMV for your question of "VA的残趴

If you turn in your 脑残证申请 in md or dc, you will not get the 残趴. (move
to VA or NY is your only option)
Once you get it, you can pretty much use it in the entire US.

Virginia’s disabled parking placards and plates display the International
Symbol of Access and are valid in all 50 states and other countries.
而且只要是我在车里，这个车就可以用我的残趴的，这个很不错啊，有谁愿意每天送我
