my mom will be here in Dec. we are also planning a trip to France in May
next year.
can she apply schengen visa in a france consulate in the states during her
stay here, like in Feb?
she will be travelling from China to Europe in May though.

No. No Schengen visa can be issued to those who are in the US on the B
status.
