想给父母用中信代签的业务申请B2，但是在上海领事馆的网页上看到这么一条规定 http://shanghai.usembassy-china.org.cn/drop_box.html
•If the visa has expired, the expiration date cannot be more than 12
months prior to the date the application is submitted to CITIC Bank (except
for H visas); and
•If the visa has been used to enter the United States, no single trip
to the United States on the previous visa can include a stay of more than 90
days (this requirement does not apply to H visa holders);
and下面的部分是说上次来不能一次连续呆超过90天，除了H类签证
有没有人有过近期在上海领区用中信代签B2经验的能给说说？
个人觉得这个规定至少从字面上来说很诡异，那学生岂不是都不能用中信这个业务了？
还是上海领区的这个规定的本意是针对B类签证？
