他女朋友想到这边来看看，现在可能会申请旅游签证或者商务签证。在预约签证的时候
，可以以不同理由预约两次么？还是只能选一个签证类型预约一次。

I am working on registering her a professional exchange program which falls
under B1 category.
While that's not guaranteed in a timely manner, I was thinking of making a
travel (B2) visa appointment as backup.
Do you think this scenario works? Or is there any policy restricting such?

US, So my understanding is that you can only apply once at a time.
You can have her apply for B2 and exchange to B1 later in the US.

Is appointment always tied to application? In another words, can i use
appointment as a place holder?
Let's say, she made two appointments with her passport (i.e. one for B1, one
for B2). Eventually her professional exchange program is ready and she
decided to do B1. Will this B2 appointment impact anything? Or will this
ever be allowed?
I was looking around on the travel.state.org official website but didn't
find clue.

You can call the visa appointment number and ask the lady/ or guy, they
should know better.
