2) tell INS in your current univ that you are transferring to another
univ.fill some form.
3) move and settle down, let INS know your current address.
Reminder:
1, check how many course credits you could transfer to new univ.
2, reference letter from current boss.. if you could get.
3, you could ask current univ to keep your phd candidate status if you pass
qulified. check univ's regulation
