这个EO一个意思，只要联邦不执行，就没有受害人，不会上庭，EO的作用是帮执行疫苗
令的公司免责。但不执行的公司，联邦一旦执法就有了受害人，法院就要接案。
2020年的高院只是缺乏勇气，从程序上来说只能说过于死板。但右派就这样，没办法。
