You said 对付流行病就是要推迟爆发. I disagree. At least not for covid with
this much infectivity.
The only way to deal with covid is to let the natural selection does its job
. Everyone that WOULD die from covid MUST die. Vaccine can save some lives,
so take the vaccine if you want. But there is no way for any individual to
get away with being infected once (or more time) in their life time. (Unless
you died within 3 years).
About Cuomo's action, I don't know. Seems like he will get away with it
anyways. Technically, he didn't break any law.

Let me layout what I think
Travel ban
Cost: Hinder international business
Benefit: Delay introduction of a variant of covid to a country that is 50%
vaccinated, and overall death rate <1%. (Does that even matter?)
To do anything, we need to know cost is less than benefit, right?
Not to put covid patient back to elder care house (opposite of Cuomo's
action)
Cost: find new locations for covid patient
Benefit: Prevent introduction of covid to elderly homes, which has >10%
death rate.
The only correct measure that I see for covid is to lockdown care homes,
while allow everything else happen normally.
