美国并没有公投。澳大利亚，瑞典等都是通过公投在90年代后全民禁枪。
美国现在支持持有枪支的，不到40%， 但是这个40%基本构成了共和党80%的选民基础，
也就是说共和党不会支持禁枪，甚至控枪。
国会要三分之二通过选票修改宪法，就是共和党要叛变三分之一的议员出来。
总之，大概只有全民支持枪支的人从40%降低到25%左右才有戏，而从50%降低到40%用了
20多年，所以， 也许过30-40年美国可以禁枪，也许永远不会。
美国的宪法是200多年前的，也许美国总将走上没落的道路，因为它的宪法太落后了
包括目前的共和党，如此反智，崇拜宗教， 反对男女平等，种族平等，都有宪法保护
他们，因为美国不同于大多数世界上发达国家，那些国家都经过二战，宪法是二战后的

Now, if the problem is not "ban guns" but "stop mass shootings", there are
