他们的中心理由是：靠扫描机收集到的投票信封上名单与投票名单不合
在店里自动付款时用过扫描机的人都知道，有时一次扫描会不成功，操作的人如果不注
意就会出错。更糟糕的是，有时候一大批信封可能就（由于被忘记）没被扫描过（那个
女的的誓书里都提到确实出现了）
而这种不合的情况在整个州到处都有，是很普遍的
并且牵涉到的数目可以说是微不足道

In the case of absentee ballots, an out-of-balance precinct can happen
because the scanners may accidentally fail to catch a person's name on the
envelope, Duggan said.
"They put the ballot through the machine," he said. "They may think the
scanner caught the person's name, but if it didn't, it doesn't record at the
end of the night, you could have 541 ballots and 540 scanned names. It just
means the bar scanner missed. It doesn't mean there's anything wrong."
In the case of poll sites, Duggan said minor mistakes may sometimes occur
when voters choose to spoil their ballot, meaning they decide to vote again
because they have changed their mind about a candidate.
"You go up to the clerk, they give you a new one and they void the old one,"
Duggan explained. "The clerk is supposed to write down that they gave you a
new ballot. But if they forget to do that at the end of the night, it will
show 388 ballots issued for 387 count. That's out of balance. It is not any
indication of any voter fraud in the voting process."
Out of roughly 250,000 votes cast in the city of Detroit, there were only
357 out-of-balance counts, Duggan said.
"99.9% was done correctly," Duggan said.
"If the presidential election in Michigan was decided by 100 votes, it would
have made sense in the canvass to audit those 357," Duggan said. "It might
have changed the outcome. But Michigan was decided by 145,000 votes."

前 而且已经上交到SoS 现在过了deadline要想rescind原来的decision那投票2:2 结果
不能通过，情况跟之前的2:2不能certify一样 |

对了，这次Georgia重新计票在3个红郡发现了大错。其中2个就是扫描时出的问题。
