LITTLE ROCK, Ark. (AP) — An Arkansas 911 operator did not enter a call into
a computer system that would have notified police and fire dispatchers of a
mother and son trapped inside a vehicle in a pond, authorities said
Wednesday. The woman died hours later, and her 5-year-old son was in
critical condition Wednesday, police said.
The Little Rock operator who handled the call from 39-year-old Jinglei Yi
has been placed on paid administrative leave while authorities try to figure
out what happened. The operator has not been charged with any wrongdoing.
Yi called 911 about 8 a.m. Monday after her vehicle hit a patch of ice, went
over a curb and ended up in the pond, Police Department spokeswoman Sgt.
Cassandra Davis said. A county dispatcher transferred the call to the 911
operator, who spoke with Yi briefly before hanging up and contacting an
ambulance service.
An ambulance was dispatched a few minutes later to the west Little Rock pond
, but police officers and firefighters weren't dispatched until about a half
-hour later — after the ambulance service called to verify that they were
en route.
It's still not clear whether the delay played any role in Yi's death. A
doctor pronounced her dead at a local hospital at 11:45 a.m. Monday. A
medical examiner is expected to determine the exact cause.
Laura Martin, who directs the city police and fire departments'
communications branch, said the operator did not enter Yi's call into a
computerized dispatching system that would have alerted police and fire
dispatchers. The operator also ended Yi's call instead of using a transfer
option that would have allowed her to keep Yi on the line while contacting
the ambulance service, she said.
"Proper protocol would be ... we have a one-button transfer switch where you
get (the ambulance service) on the line and you remain on the line with
them until you're sure that they have handled the call," Martin said.
On the 911 call, which The Associated Press obtained under the Freedom of
Information Act, a county dispatcher describes Yi's situation to the
operator in Little Rock while Yi remains on the line.
Then, Yi describes her location and says there is water in her vehicle.
"The water is in my car right now," she said.
The Little Rock operator asked Yi for her name and asked her to hang on.
"OK, ma'am, we're going to get some help on the way for you, OK?" the
operator said.
"OK. Thank you," Yi said. Then the call appears to end.
Neither Davis nor Martin would identify the operator, who was hired in March

刚才在网上又看了一下相关新闻:
消防车后来赶到的时候,车辆已经没入水下了,但是从岸边可以看到车顶。
但是,消防车赶到后也束手无策,只能等待消防局里面的水面救援队携带皮划艇等抵达
现场。等到消防局里面的水上救援分队携带水上救援设备抵达现场的时候,已经距离第
一次911报警电话50多分钟了。
等救援队施救,车内两人都被救上岸的时候,两人都还有生命指征,于是紧急送往医院
抢救。华人妈妈是在中午的时候,在医院最终去世的。小孩目前仍然还处在昏迷阶段。

Icy road conditions are believed to have been a factor in the deaths of a
woman and her three daughters after their van entered a retention pond near
Carmel on Saturday night, police said. A van driven by Batul Abbas, 47, of
Hamilton County, apparently slid off 141st Street and entered a pond near
141st and Towne Road at about 9:30 p.m., police said.
Abbas called 911, and the van was submerged when emergency personnel arrived
about six minutes later, Carmel police Lt. Jeff Horner said.
Rescuers brought Abbas and her three daughters -- Azmeh, 8; Shaail, 14; and
Shazreh, 18 -- out of the vehicle. All four were taken to hospitals in
critical condition but later died, according to Carmel police.
The first firefighters at the scene went into the water without diving suits
and broke the van's windows, clearing the way for divers to take out the
van's four occupants, Horner said.
Freezing rain was falling in much of central Indiana when the van entered
the pond. Police said they believe icy conditions were a factor in the
incident.
Shaail Abbas (left), 14, was a freshman at Carmel High School. Azmeh Abbas (
right), 8, was a third-grader at College Wood Elementary in the Carmel Clay
school district.
Police said they weren't sure what kept the four inside the van.
"That's a question on all of our minds. Nobody knows," Horner said. "I'm
sure there was quite a bit of panic and fear. She was in the car with her
three daughters and it's in the water."
According to an address listed on a coroner's report for Batul Abbas, she
lived not far from the pond. The address is listed as being in Westfield,
though it is not within town limits and is closer to Carmel.
Batul Abbas and her daughters were traveling home from a gathering in
Indianapolis for a family friend whose brother had died, said Farwa Abid, a
family friend.
Batul Abbas and her husband immigrated to the United States from Pakistan in
1995 and lived in Houston before moving to the Indianapolis area six years
ago, Abid said.
The coroner's report listed Batul Abbas' cause of death as "hypothermia/
drowning."

A man who watched the rescue attempts, Carlos Castaneda, said the scene was
"heart-wrenching."
"We started to see (the divers) pull people out, and (Abbas and her
daughters) weren't moving. They weren't responding or anything," Castaneda
