bankruptcy is a good way to get rid of unwanted burdens for a struggle
enterprise.
For a company or a minicipal it is the best if not only opportunity to shake
off unions.
Obama knew that.

最后Delphi 决定提前破产，走chapter 11，就是为了割掉工
会。和工会多次谈判后，工会的比例越来越少，最后新招近来的工人都不再是工会成员
，每小时15元左右的contract，同时工厂生产自动化越来越多，一个工厂没有几个工人
干活了。经过几年挣扎，这家公司最后从破产里走出来，慢慢开始盈利了。
