collection (mostly tax rate) are NOT determined in one single budget? Both R
(共和党, or people alike who prefer small gov) and D, each have two
proposals: spending-R and revenue-R, spending-D and revenue-D (which not
need to be balanced)? Then, vote to pick up the spending-2013 (spending-R or
spending-D) and revenue-2013(revenue-R or revenue-D), the vote first take
place in congress and senate and require 2/3 majority to pass. If below 2/3
majority, let all citizen vote to decide (this time a simple 50%+ majority)
.
This will present voters (or their delegates) the chance to chance both low
(fair) tax rates and low spending.
After the spending-2013 and revenue-2013 are decided, take one more step to
balance it. If revenue > spending, then the surplus return to taxpayers,
and if spending > revenue, taxpayer pay more. Again, R and D have their
proposal for how to distribute the surplus or collection more tax, and a
similar voting process to pick one of them. |
