truly believe that in your posseion means that that the document should be
with your physical body all the time, you are truly retarded. When I can

It's not up to me to define "carry all the time" means, it is up to the
judge should the case go to court. But this is the law, as you requested.
I actually took the time to read the Arizona bill, which specifically
mentioned this federal law. Anybody who doesn't know this didn't read the
bill.

are the part of the law. Since this law is not enforced at all, there is no
precedence to define the terms. The term in my understanding is what is in
the many other law precedences using the similar language like in the
traffic law. You can shit whatever you want. But people will not stay dead
