的MN一样。如果brown明确的赢了，而民主党敢不seat他，DC绝对要翻天了。共和党虽
然没有能力破filibuster,但是参议院的规则给了少数党很多权利。共和党可以把参议
院给关了。那什么议题都别讨论了。而且如果民主党这么敢，11月他们会付出惨重的代
价。
所以最后可能的是2和4。4用budget reconciliation只要51票。
3可能性不大，因为民主党骑虎难下。不通过的代价比通过更大。 |

就可以送到总统那里签署。不需要再到参议院表决了。但是只要改一个字，就要拿回参
议院表决。
