from anyone for transit, including Chinese citizens.
It's China demanding 赴台个人游签注(aka 大通证), when Chinese citizens go to
Taiwan, including just transit, it's Chinese laws demand that Chinese
citizens must have 大通证 issued by China City Public Safety Bureau, which
has nothing to do with Taiwan government. Foreign Airlines outside of China
ignore the 大通证 requirement of Chinese passport holders to TPE. That's
why you can go from USA/JPN,... to transit via TPE without大通证. | b*******e

大陆居民 往来台湾通行证和签注 属于境内管理机构，不管国外。
