整件事情很简单。
我在一个街口，和一大群当地人一起过街。当时街口的灯是绿灯，走到中间的时候，变
黄灯，到了街对面成了红灯。因为本人脖子上挂着相机，手中拖着行李。一些穿着土黄
色工作服的印巴工作人员上来就说要罚款72欧，因为我闯红灯。当场质疑，那么多人闯
红灯，为什么就罚我？是因为我挂着相机是游客么？她不容分说，说只关注我，其他人
他们不管。一个男工作人员就扣下了我的行李，说不付罚款不能走。并要求我付现金。
我想了想，说可以付信用卡，并要求开罚单。他们原来不肯开罚单。最后还是开了。
15分钟后一部面包车开来，他们解释只有这部车有刷卡的机器。
离开欧洲回到家后，开始投诉。原来以为他们是警察，把罚单和付款凭证扫描后发给他
们。结果鹿特丹警察局说这不是他们开的，是鹿特丹市政府开的。
写了封措辞强硬的信件投诉到鹿特丹市政府，上面说了四个要点：1.我过街的时候是黄
灯，不
可能站在路中间等变绿灯，所以不得不加速过街。2，当地人都这样过街，就因为我脖
子上挂着相机就罚我一个人，是只欺负外国游客么？3. 无权扣押我的行李，这是侵犯
人身自由。4.为什么要求我当场付罚款？罚款应当由法院裁决。5.为什么不同意开罚单
并要求我付现金？工作人员想私吞钱。我说：鹿特丹政府的公共债务不可能通过罚单来
解决。这个只能让你们旅游业声誉受损。如果我把这事贴到各大旅游论坛，你们的损失
远远超过100欧。若不解决，我直接向你们中央政府投诉，甚至欧盟。
最后结果：给我100欧的汇款，鹿特丹政府表示道歉。他们同意我说的两点：1.不能扣
押我的行李，2，不能要求我当场付罚款 |

To whom it may concern:
I am writing this formal complaining mail to report a case in which I as a
foreign tourist was treated unfairly and discriminated apparently. I require
you to investigate this case very carefully and seriously and then inform
me your decision. Otherwise, such a case would harm the reputation of
Rotterdam’s tourism in the long run. Around 2:00 PM on May 28,
2014, when I as a pedestrian went across the street in the City of Rotterdam
, two municipal officials wearing yellow uniform (one is female and one is
male) hold my baggage and passport in my baggage. They alleged that I run
the red light and I needed to pay the fine AT ONCE to give my package and
passport back. They alleged further that as a foreign tourist, I don’t have
any opportunity to defend against them or go to local court; the only
solution is to pay the fine AT ONCE. Initially, these two municipal staffs
were unwilling to write a ticket for me. I insisted on writing a ticket for
me, and then they had to do finally.
Because at that time I was catching up with my schedule, I was enforced to
pay the fine by credit card and then left from there.
All the process is too terrible and too shocked. There exists clear racial
discrimination or national discrimination and clear administrative procedure
mistake.
First and the most important of all, when the light turns to red, I was in
the middle of street like other local people. I had to continue to go
through the street for my safety. Based on the basic fact, I didn’t run the
red light deliberately. But the female municipal staff insisted I run the
red light and did not allow me to argue with her. According to your law
definition, should I stand up the middle street, which means “not run red
light?”
Second, I went through the street with a lot of local people.
But the municipal staffs just grabbed me to require me to pay a fine
and ignored other local people. At that time, I hold my camera&#
8239;around my neck. So the municipal staff must know I am not a local
person. I doubted why the policemen ignored other local people. The
municipal staff said to me they just care me!!! Absolutely, such a statement
shows the municipal staff’s discrimination for foreign tourist.
Third, the two municipal staffs said to me as a
foreign tourist, I don't have any right to argue against them. The
only thing I can do is to pay the fine at once to get my package and
passport back. So ridiculous! ! Why as an international tourist
, I don't have the right to inquire? Again, I consider such a
statement to be a clear discrimination for a foreign tourist. The municipal
staffs don’t have right to decide if I should pay the fine, that should be
the decision from Rotterdam Court.
Finally, I never heard making a fine for a walker. As a foreign&
#8239;tourist, it is impossible for me to know Holland's law to
forbid walker to go through the street under the situation without
traffic. In my home country and my residence country, walker has absolute
priority over car driver. Under any situation, drivers can’t grad the
road. Considering the law difference between countries, you have should
made a warning for the first-time foreign tourist rather than requiring
arbitrarily a fine payment at once.
In my opinion, Rotterdam municipality officials just obversed I am a foreign
tourist because I hold a camera on my neck. They think I will leave from
Rotterdam soon so I am unable to argue against them as local people. They
try to grab an innocent foreign tourist because they think I must make the
fine at once because they hold my baggage. The fine revenue would be earned
definitely. If they grabbed a local person, the local person must go to
court to argue and do not pay the fine necessarily. Also, they did not allow
me to doubt and inquire. I understand Rotterdam government makes a fine for
a foreign tourist in order to add your fiscal revenue and try to work out
your public debt by fining. However, such a naked discrimination would
deteriorate your tourism only in the long run.
I ask for the refund for my fine payment Euro 72. That is because I was
enforced to pay this fine to get my baggage back and I was deprived of the
right to argue against them. Such a fine decision had should been made by
Rotterdam Court rather than municipal officials!! This is a clear
administration procedure mistake, let alone the fact that I DID NOT run the
red light! Eventually, I wish my case could be treated fairly and
considerately by your court and your Rotterdam municipality. Please don’t
believe the word from municipal officials only. Please process this case
fairly and objectively. Otherwise, I would
forward this mail to the connecting consulates or embassy. Besides, I would
post my terrible experience in Rotterdam onto some traveling forums to give
remind of other foreign tourists that Rotterdam is an extremely unfriendly
city for foreign tourists. Furthermore, I would consider contacting with
Europe traveling organization to report my terrible experience and unfair
treatment in Rotterdam. Rotterdam should not appear any top ranking of
tourism due to the unfair treatment for foreign tourist.

dutch. Please keep in mind that we take your complaint seriously and will do
our best to resolve the issue as quickly and sensitively as possible.We are
trying our best to complete the investigation on your case within 4 weeks.
If by any chance we need more time than the estimated 4 weeks we will let
you know.

Hello,
please let me know when can I know the result of investigation.
Also, please care about my case. At least, you should find the appropriate
department to deal with this case. So far, it seems like you do not know
which department can handle my case? That is a ticket for walker to run the
red light to go across the street.
Someone issued a ticket, hold my baggage, and enforced me to pay at once,
why you are unable to find who can handle this issue? Which department is
responsible for fining the walker to run the red light?
Also, please notice you promised me you will give me response within 4 weeks
. But 3 weeks passed, you still do not know appropriate department to handle
the case? No any progress. It is unsatisfactory. I require you to speed up
your investigation.

We have received your complaint about a fine you received for running a red
light. Hopefully this occurence hasn't left an unpleasent memory of your
stay in Holland. We have asked the answerable department to investigate your
case and to answer several questions such as why your baggage was hold and
why you had to pay the fine at once. The inspectors had been suspended
temporarily for our investigtion.
We are currently awaiting of their answers.
We will keep you informed.

As a result of our investigaion we have decided to refund the paid fine and
currency exchange fee according to the documents you provided. The total
amount should be 00. We are now researching if it is possible to transfer
the money back to your creditcard. Another , more quicker option is
transfering the amount to your accountnumber. Could you give us your
accountnumber, full name and adress as registered at your bank? Then we can
start the procedure.

楼上骂楼主的，不管楼主英语如何，人家用法律捍卫了自己的正当权益和尊严，总比那
些操着一口自以为流利的英语却甘愿逆来顺受甚至捧老外臭脚的人强远了吧！华人的权
益不是有那些英语说得好却缺乏骨气的人争取来的，而是由懂得自尊自爱自卫的人争取

我上次在德国坐火车被一个贱逼无故罚钱，后来找火车公司投诉他们直接无视，看来可
能是措辞太温柔了
