visit me in USA. So I will have to get her Canada Visitor Visa to tour in
Canada. Can she go to Canadian Consulate to apply wiithout the TDS fee but
with only the visa Fee?

You don't need to go through TDS to get a Canada visa, just go to the
consulate in person.
