最近刚好找到一个东线的deal,会路过这个岛，请问持有效F1 VISA 和I-20能往返吗？

Turks and Caicos Isl. (TC), 需要签证
VISA - destination country
Turks and Caicos Isl. (TC)，持有效USA VISA 就不需要签证了。
cruise航线是在Grand Turk岛（which is the capital and seat of the Turks &
Caicos government）停靠半天。请问这样的情况是属于connecting country还是
destination country呢？到底需要签证吗？
