the second issue is experience
although California has a pretty Civil Engr. job market, foreign fresh
graduates are still suffering.
But what is good is that CA especially Southern CA has a lot of small
contractors, design firms oowned by minorities.
In order to control the overhead and other fees, they like to recruit
foreigners but the pay is kind of low.
I once checked the directory of General contractors in LA & Orange County, I
