理论上是可以开的，但是得出具护照和当地居住地址(这个需要朋友帮忙)。
911以后，美国金融系统反恐反洗钱很厉害，对海外帐户要求很严，尤其是近2年，更是
疯狂。
俺也试图在加勒比海小国家搞过，都没成功。

1) Open a bank acct in Canada (doable, need help from friend. Or just use
his information and you need full control of the acct then).
2) Deposit FTP/PS with that acct (how is that? any one from canada? Many
canada players around thou)
3) Play with VPN
4) Potential withdraw and transfer the $ from that acct to an acct under
your own name
