The paper is in double-column format. But the abstract is required
having two-column width (or in one-column mode). The provided cls is
IEEEtran.cls. How to get it?

Read Note 16 in ieeetran.cls, starting at line 381.
I was looking at ieeetran.cls dated 2002/11/18 version V1.6b
available from http://www.ctan.org/tex-archive/macros/latex/contrib/IEEEtran/
