Already got it. At first I used documentclass[conference]{IEEEtran}, it does
not work. Then I change to documentclass[journal]{IEEEtran} and it is OK.

had a bad experience. The margin of the two model is different. The conference
that I will be attending has a very strick requirement about the margins,
which gives me a nighmare because I used journal model.
If you want to have a \thanks like footnote in conference model, you can use \
authorrefmark command. The detail can be found in the article "How to use the
IEEEtran LaTeX Class" by Michael Shell:

still use \thanks but set up the margins according to the requirements of the
conf. It is weird! Why they don't allow using \thanks in conf papers?
