I am afraid you make the wrong conclusion.
Your fundamental mistake is you fail to compare the homeless/vagants with
the local population where the fomer groups are living side by side.
YOu acknowledge that you live in a "city." In almost all American cities
live the poor (whatever race) and the miinorities, a henomenon which reflect

It is not politically incorrect. For a few decades since 1960s, there was
forced bussing. Which was unpopular because students had to commute for
hours one way. Many school districts, including that of Boston where I live,
are eager--without a court holding a gun behind them (school districts)--
