for ~ 45 minutes, and talked with IRS reps. I explained the penalty is due
to tax reform and she ran a TAX abate process on her computer. Then you
just have to accept whatever IRS system provided amount of penalty payment. |

须writing到IRS，那你最后还是付penalty了还是减免了一些？
