1. does my mother qualify as our dependent? Seems she does not qualify
because she is an alien (not US citizen or permanent resident), but she is a
resident for tax purpose since she's been in US long enough, so I'm
confused here.
2. if she qualifies as dependent, can she get exemption for no coverage (e.g
., code 'C', certain non-citizen)?

if she qualifies as dependent, we will have to pay her penalty of no
coverage even if we do not claim her as dependent on our tax return. I'm
very sure about this based on the research I did these days. So the solution
is (1) to find some evidence to prove that she does not qualifies as

(e.g., she supports herself using her savings), will that disqualify her as
dependent?
2. because she might be a dual-status in 2016, i.e., the first 183 days she
was a non-resident, then she became a resident. I'm not sure if this
qualifies for an exemption, so I'm inquiring here.
