If yes, this can be waived.

it's my 1st time to owe $$$

发帖数: 3249 | 4 haha, TurboxTax does have it. But it can be easily ignored.
Go to "Other Tax paid", it will ask you some questions like "Did u have
tax liability last year?"
Have u submitted your tax return?

You may wait for a month or two to see if IRS can find it out.
If they dont, please file form 843 to ask for a refund.
By the way, we are jiangsu lao3 xiang1. I saw your post in LA board. :-)
