I received a call which sounds very fishy. They claimed they were Illinois
IRS and told me that I owed a balance of more than $900 for tax year 2009.
They also said this would be my last chance to pay otherwise I would be on
collection. Before this call I received none formal mails addressing such
issues, and that's why it sounds weird to me. (We did move to other places,
but requested mail forwarding).
I used professional services (H&R block) to file the state tax, but did the
Federal tax return by myself. I insisted that I should receive some formal
paperwork in order to understand the issue. Trying to find out whether it
was a scam, I said that I might contact some lawyer. The man over the phone
was upset, and said to me in a threatening tone: "are you refusing to pay?"
I said no but I had the right to receive such materials. Then he transferred
me to another guy, who asked for my address and agreed to send me the mail.
Just want to know whether this is normal or not. Any suggestions on how to
deal with such an issue.

through phone. At least. you need to know why you owe money.
