When a person works in NY while living in NJ, NY taxes are withheld. They
must report the income to both states on their tax returns, but claim a
credit on their NJ return for whichever is less of either NJ taxes on income
also taxed by NY or NY taxes also taxed by NJ. Therefore, income earned in
one state while living in another is effectively taxed at a net rate (after
the credit) of whichever state has higher taxes. (Unearned income, such as
